The book tells the story of Horton the Elephant, who, while splashing in a pool, hears a speck of dust talking to him. Horton surmises that a small person lives on the speck and places it on a clover, vowing to protect it. He later discovers that the speck is actually a tiny planet, home to a community called Whoville, where microscopic creatures called Whos live. The Mayor of Whoville asks Horton to protect them from harm, which Horton happily agrees to, proclaiming throughout the book that "a person's a person, no matter how small".

Based on the children's book penned by Dr. Seuss, an elephant named Horton (voice of Jim Carey) hears a Who -- a miniature being living on a microscopic dust speck. Unfortunately, no one else believes these tiny folk exist.
One day he hears from a small speck of dust A voice calling out, and Horton's nonplussed. But he's kind so he helps out the little ol' Whos Despite all the animals' jeers and their boos.
In the Jungle of Nool on the fifteenth of May, a caring, imaginative teacher elephant named Horton, the jungle's nature teacher,pushes a whole tree, takes a dip in the pool. A dust speck floats past him in the air, and he hears a tiny yelp coming from it. Believing that an entire family of microscopic creatures are living on that speck, he places it on top of a pink, fuzzy clover that he holds in his trunk. In fact, he finds out the speck harbors the city of Who-ville and all its inhabitants, led by Mayor Ned McDodd. He has a loving wife, Sally, 96 daughters who all have names that start with the letter H, and one son named JoJo, who, by Who custom, is next in line for the mayoral position.
One day, Horton the elephant hears a cry from help coming from a speck of dust. Even though he can't see anyone on the speck, he decides to help it. As it turns out, the speck of dust is home to the Whos, who live in their city of Whoville. Horton agrees to help protect the Whos and their home
Horton hears a faint noise on a clover plant. He realizes that there are very small people living on the clover that need help, and he tries to place the clover in a safe spot. The jungle animals do not believe his story about the tiny people. Thinking Horton is a fool, they steal the clover and hide it far away. Will Horton be able to help the people in Whoville? Can the animals be convinced?
At the center of the story is Horton (voiced by Jim Carrey), a caring elephant who turns out to be one of the most lovable and crazy animal characters to show up in a children's movie for many a moon. He lives in the jungle of Nool where he cavorts with his young friends. Horton is a big creature with a large heart and a playful spirit. One day he hears a noise coming from a tiny speck of dust floating past him. Through patience and curiosity, Horton eventually learns that this little particle houses a city named Who-ville inhabited by many tiny citizens led by the Mayor (Steve Carell). The elephant, who is known for his faithfulness (always 100%), decides that it is his mission to save the speck. His personal creed is "a person's a person no matter how small."
